Finland’s state-owned gambling operator Veikkaus has announced the deployment of OpenBet’s latest Neccton responsible gambling platform across its digital and retail channels. The move comes as Finland prepares for a major transformation of its gambling market, with a new multi-operator licensing framework set to launch on July 1, 2027.
The deployment expands an existing partnership between Veikkaus and OpenBet, which has already included sportsbook technology and Managed Trading Services since 2025. By integrating Neccton’s advanced player protection tools, Veikkaus aims to strengthen its responsible gambling strategy and meet new regulatory requirements introduced under Finland’s Gambling Act (10/2026).
Neccton is an AI-powered responsible gambling platform designed to identify potentially harmful gambling behavior in real time. The system analyzes player activity, behavioral patterns, and risk indicators, allowing operators to intervene early when signs of gambling-related harm emerge. Automated alerts and tailored recommendations help compliance teams make informed decisions while maintaining human oversight.
The timing of the deployment is significant. Finland is transitioning from a state-controlled gambling monopoly to a licensed competitive market. Under the new framework, betting, online casino games, online slots, and online bingo will be opened to licensed operators from July 2027. However, Veikkaus will retain exclusive rights to lottery games, scratch cards, and land-based casino operations.
